However, the main role in the world state is assigned not to surveillance, but to ideology, which convinces people of the correctness and justice of servility.
The need for total depersonalization of people and turning them into numbers is explained and proved mathematically. The whole art world of Zamyatin is a parade of sterile, identical, thought-out geometric figures, into the frames of which everything living is squeezed. What for? To streamline and equalize everything that used to cause natural feelings and deprived citizens of harmony. Now that all houses are transparent parallelepipeds, when costumes and hairstyles are no different, and there are no names and titles, then there is no need for a person to envy, torment, desire and strive. He is calm, and his life is monotonous and boring, empty in it, but this emptiness is filled with ideology. It destroys the personality, but creates a team that solves great problems: it builds the Integral in order to "integrate the universe."
At the head of the world state in the novel "We" is the Benefactor. Numerous and ubiquitous spy-keepers work for him, who seek out intruders who dare to think independently. During the operation, they remove their imagination, this manipulation deprives people of the ability to think. From this day they live only on command. Society believes that all teams from above are rational, and this is the main virtue in the Zamyatin world. However, we will not meet traditional morality there: there is no family, friendship and love, no one has special significance. For example, the death of the numerators during construction does not cause any emotion. The mathematical simplification of life to the state of the formula is to blame, and the person to the position of "x" or "y".
Thus, the world state of Zamyatin is a grotesque technocracy where there is no place for freedom and individuality.
